Saxony-Anhalt State Election 2026: Party Positions on Games, XR and Interactive Technologies

Six parties have responded to the joint election policy questionnaire by Games & XR Mitteldeutschland e.V. and eSport Land Sachsen-Anhalt e.V. / E-Sport Hub Sachsen-Anhalt ahead of the 2026 state election.

What are their positions on games, XR and interactive technologies? Our analysis looks at the responses primarily from the perspective of the games and XR sector, focusing on regional development, business financing, innovation transfer, skilled professionals and the cultural and creative industries.

What are the political parties’ positions on games, XR, and interactive technologies?

Saxony-Anhalt combines expertise in design, technology, science, culture and industrial applications. Games and XR bring together creative production, digital business models and technological innovation. Technologies and expertise from this field are also used in industry, healthcare, education, culture, tourism and public-sector applications.

Ahead of the state election on 6 September 2026, ten joint questions were sent to seven parties.

As of 24 August 2026, responses had been received from Alliance 90/The Greens, CDU Saxony-Anhalt, The Left Saxony-Anhalt, FDP Saxony-Anhalt, SPD Saxony-Anhalt and AfD Saxony-Anhalt.

No response had been received from BSW Saxony-Anhalt by the editorial deadline.

The originally requested deadline for responses was 15 August 2026. All responses received by the editorial deadline of 24 August 2026 were included in this analysis.

The parties’ complete original responses are published without alterations. The summaries and comparisons below are editorial synopses. They do not constitute an election recommendation or an assessment of the parties.

The parties’ responses using the same comparison framework

The Greens support a cross-ministerial strategy for games, XR and e-sports, a clearly defined political responsibility and regular structured dialogue with the sector. They also emphasise stronger links between economic development, start-ups, skilled professionals and innovation transfer.

Financing & growth

The Greens want to secure and better coordinate existing MDM games and XR funding as well as innovation and start-up programmes, while reducing administrative barriers. They explicitly mention support for start-ups, prototypes and market entry and want to improve access to venture capital and innovation funding.

Innovation transfer

The Greens support regulatory sandboxes, pilot projects and transfer networks. They also want public procurement rules to provide greater scope for innovation-oriented procurement.

Higher education, skills & start-ups

Strategy & political responsibility

The CDU regards games and e-sports as an economic factor and supports a cross-ministerial strategy, a clearly identifiable political point of contact and regular dialogue with the sector.

Financing & growth

The CDU wants to continue and selectively develop existing funding programmes. It proposes closer coordination between MDM and Investitionsbank Sachsen-Anhalt, easier access to venture capital and tailored loans backed by state guarantees. In addition, universities should be deliberately connected with creative start-ups and established SMEs in order to foster sustainable business growth.

Innovation transfer

The CDU supports transfer networks and stronger links between digital businesses, SMEs, skilled trades and public-sector users. It also supports innovation-oriented public procurement and wants to maintain the Mittelstand-Digital Zentrum Magdeburg.

Higher education, skills & start-ups

The CDU attaches considerable importance to games- and XR-related degree programmes, training and continuing education, while referring to the autonomy of universities and professional organisations when it comes to designing such programmes. The party is open to corresponding expansions, start-ups and cooperation between universities and businesses.

Culture & creative production

The CDU sees the Cultural Funding Act as an important framework and highlights opportunities for digital formats in cultural communication and participation. It also supports stronger networking between cultural institutions and creative-sector stakeholders.

Strategy & political responsibility

The Left supports a cross-ministerial state strategy, a clearly defined political responsibility and regular structured dialogue with the sector.

Financing & growth

The party wants to secure MDM games and XR funding for the long term and coordinate existing programmes more effectively. It proposes a stronger role for Investitionsbank Sachsen-Anhalt and a regional investment fund. The Left does not currently propose an additional funding instrument specifically for games and XR, but is open to further discussions with the sector.

Innovation transfer

The Left supports regulatory sandboxes, pilot projects and innovation-oriented public procurement. It would also examine the introduction of innovation vouchers. The party additionally emphasises digital sovereignty and open-source European solutions.

Higher education, skills & start-ups

Games- and XR-related study and continuing education programmes should have an appropriate place at universities. The Left wants to encourage university spin-offs and business cooperation by creating closer links between research, fair cooperation models and digital sovereignty. It wants to discuss specific instruments for games- and XR-related university spin-offs with universities and the sector.

Culture & creative production

The Left explicitly regards games, XR and interactive media as independent contemporary forms of culture and expression and wants them to be taken into account accordingly in cultural policy.

Strategy & political responsibility

From the FDP’s perspective, a state strategy can be useful, but it should be linked to concrete action. Initially, the party prioritises adapting and opening up media funding to games and favours structures that grow organically rather than being prescribed by political decision-makers.

Financing & growth

The FDP wants to simplify and consolidate funding programmes, reduce bureaucracy and expand media funding to include games more effectively.

Innovation transfer

The FDP emphasises networks and exchange and wants existing instruments to be evaluated. The state should primarily create attractive framework conditions, while individual cooperation projects should emerge from the initiative of the stakeholders involved.

Higher education, skills & start-ups

The FDP supports a broad range of higher education programmes and refers to target agreements with universities. It also wants to strengthen networking and exchange formats and reduce administrative burdens for young companies, particularly during their first years.

Culture & creative production

The FDP refers to the existing Cultural Funding Act and wants to accompany its further development and make adjustments where necessary, particularly in order to reduce bureaucratic barriers.

Strategy & political responsibility

The SPD wants to further develop Saxony-Anhalt as a location for the digital economy, innovative technologies and creative industries. It refers to support for high and cutting-edge technologies, the IT sector and stronger links between science and business. Its election programme does not explicitly provide for a dedicated cross-ministerial strategy for games, XR and e-sports or a separate political responsibility for the sector. However, the SPD considers developing the cluster profile, maintaining dialogue with the sector and developing an appropriate strategy to be useful.

Financing & growth

The SPD wants funding to become simpler and easier to access. It proposes a start-up bonus, an unbureaucratic programme for experienced professionals, stronger regional points of contact and closer links between research and business. At present, it does not propose specific additional funding instruments for the individual development stages of games and XR companies. Such instruments could, however, emerge from future dialogue with the sector and the development of a strategy.

Innovation transfer

The SPD wants to strengthen knowledge transfer between science and business as well as applied and transfer-oriented research. It does not currently make specific commitments to regulatory sandboxes, innovation vouchers or dedicated innovation-oriented procurement instruments for games and XR.

Higher education, skills & start-ups

The SPD wants to strengthen universities as centres of education, research, innovation and transfer and improve links between science and business. Easier start-up processes and the proposed start-up bonus are intended to support entrepreneurship. The party does not propose specific new games- or XR-related degree programmes, but sees the relevant skills as part of broader start-up, innovation and transfer policy.

Culture & creative production

The SPD explicitly wants to broaden the definition of culture to include digital formats such as computer games and make them eligible for cultural funding. It also regards cultural education as an instrument for democratic education and participation. Specific programmes for preserving digital game culture or promoting regional games and XR productions are not currently proposed.

Strategy & political responsibility

The AfD sees economic innovation potential in games, XR and e-sports and wants to create favourable conditions for SMEs, founders and skilled professionals. It generally supports clearly defined responsibilities and regular exchange between companies, universities, research institutions and regional stakeholders. It considers cross-ministerial cooperation useful where it contributes to reducing bureaucracy and making public administration more efficient. A dedicated cross-ministerial games and XR strategy is not explicitly proposed.

Financing & growth

The AfD wants existing funding instruments to be evaluated, better coordinated and continued where they demonstrably generate innovation, economic value and qualified jobs. It calls for simpler application procedures, faster decisions and support for start-ups as well as for turning successful projects into market-ready products. For sustainable business growth, it also points to tax and regulatory conditions, competitive energy prices and better access to private capital. In its view, public funding should provide initial support but should not permanently replace private investment.

Innovation transfer

The AfD wants to improve cooperation between companies, universities, research institutions and users. It considers pilot projects and regulatory sandboxes useful where they demonstrate a concrete economic or societal benefit and are clearly limited in time. It rejects permanent subsidies for individual technologies or sectors. Innovation vouchers and innovation-oriented public procurement are not specifically addressed.

Higher education, skills & start-ups

The AfD places a high priority on practice-oriented higher education and vocational training and explicitly refers to skills in software development, computer science, artificial intelligence and visualisation. Courses and training should be aligned with actual labour-market and business needs. The party is critical of funding programmes exclusively targeting the games sector and instead favours technology-neutral economic development. University spin-offs should be supported through reduced bureaucracy, better start-up conditions and stronger knowledge and technology transfer.

Culture & creative production

The AfD primarily sees games, XR and interactive applications as possible tools for communicating culture and history. Regional developers, creative-sector companies and universities should be eligible for support through existing programmes. The party rejects treating the games industry in the same way as traditional cultural institutions as well as permanent dedicated funding structures exclusively for games. Instead, it advocates a technology-neutral cultural policy.

Areas of common ground

  • Alliance 90/The Greens, the CDU and The Left explicitly support a cross-ministerial state strategy, clearly defined political responsibility and structured dialogue with the sector. The SPD considers developing the cluster profile, maintaining dialogue with the sector and developing a corresponding strategy to be useful, but has not yet formally established a dedicated cross-ministerial strategy or separate political responsibility in its programme. From the FDP’s perspective, a state strategy can be useful; initially, however, it prioritises concrete framework conditions and organically developing structures. The AfD supports clearly defined responsibilities and regular dialogue with the sector; it considers cross-ministerial cooperation particularly useful where it helps reduce bureaucracy and improve administrative efficiency.

The AfD also considers pilot projects and regulatory sandboxes useful under certain conditions, while rejecting permanent subsidies for individual technologies or sectors. The SPD emphasises applied and transfer-oriented research as well as closer links between science and business, but does not commit to the specific instruments mentioned in the questionnaire. The FDP places greater emphasis on networks, framework conditions and individual initiative.

Where the approaches differ

All six parties treat games and XR as politically relevant fields, but their approaches differ substantially in terms of the instruments they propose and the role assigned to government, public funding, existing structures and private initiative.

The differences are particularly visible in business financing:

The Greens emphasise funding coordination, innovation financing and venture capital. The CDU combines existing funding structures with Investitionsbank Sachsen-Anhalt, state-backed loans and venture capital. The Left focuses on long-term funding structures, a stronger role for Investitionsbank Sachsen-Anhalt and a regional investment fund.

The FDP prioritises simplification, deregulation and opening up media funding. The SPD proposes a start-up bonus and easier access to existing funding. The AfD stresses evaluation according to economic impact, bringing projects to market, private capital and technology-neutral support.

The parties also differ in how they position games and XR within cultural policy.

The Left explicitly recognises them as independent contemporary cultural forms. The SPD wants digital formats such as computer games to become part of the definition of culture and eligible for cultural funding. The Greens focus on digital-interactive cultural communication and cooperation between developers and cultural institutions. The CDU emphasises cultural communication and participation within existing funding frameworks. The FDP refers primarily to further developing the Cultural Funding Act and reducing bureaucracy. The AfD focuses on games and XR as tools for cultural communication while rejecting dedicated long-term games funding structures.

Questions that remain open across the responses

Across the responses received so far, the following issues remain only partially specified:

  • Financing across the entire development cycle: The transitions from prototype development to production, pre-financing, market entry and sustainable business growth are addressed to varying degrees, but no response provides a fully developed financing chain covering all stages.
  • Saxony-Anhalt DIGITAL CREATIVITY: The programme is explicitly mentioned in the joint questionnaire. None of the six responses received so far specifies in detail how it should be continued, developed or better coordinated with other funding instruments.
  • Skills and career pathways: None of the responses provides a fully developed package covering all transitions from study and vocational training to university spin-offs, business growth and long-term employment opportunities.
  • Innovation transfer and public-sector applications: The responses differ significantly in how specifically they address instruments for innovation transfer and public-sector applications. While some parties explicitly refer to regulatory sandboxes, pilot projects, transfer networks or innovation-oriented procurement, others focus primarily on general transfer, networking and framework conditions.

What Games & XR Mitteldeutschland wants to clarify in further dialogue

The following points are not summaries of individual party responses. They are issues that Games & XR Mitteldeutschland considers particularly important for further political discussion from the perspective of the sector.

We want to clarify:

  • how reliable political responsibility and cross-ministerial coordination for games, XR and interactive technologies can be established;
  • how a financing chain can be developed that covers start-ups and prototypes as well as production, pre-financing, market entry and business growth;
  • how MDM games and XR funding, Sachsen-Anhalt DIGITAL CREATIVITY and existing start-up, digitalisation and innovation programmes can be better coordinated;
  • how technology transfer can lead to more real-world applications, including regulatory sandboxes, public-sector pilot projects and innovation-oriented procurement – and how this can create reference projects and sustainable demand for regional providers;
  • how universities, spin-offs and regional companies can be connected more effectively to create visible and long-term career opportunities;
  • and how cultural and economic policy can recognise games and XR simultaneously as creative production, cultural expression, IP-based value creation and innovation technologies..

A shared perspective with e-sports

Games, XR and e-sports were deliberately considered as interconnected parts of a digital ecosystem in the joint questionnaire.

This GXR analysis focuses on regional development, business, innovation, skills and cultural policy. The e-sports-specific questions concerning organisational structures, events, youth work and social participation remain part of the joint questionnaire and can be explored separately in greater depth.
